5. Environmental law enforcement in Hungary 

CLIENT: Ministry for Environment and Ministry of Economic Affairs, The Netherlands 
DESCRIPTION OF WORK: Definition of alternatives for environmental law enforcement in Hungary, related to the development of legislation, human and financial resources, institutional development. In the programme a twinning is organised of environmental inspectorates in Hungary and the Netherlands. Furthermore an exchange programme for Hungarian inspectors to come to work in the Dutch environmental law enforcement system is implemented.

19. Greening of the Busfleet in Budapest 

CLIENT: City of Budapest, Public Transport Company BKV 
DESCRIPTION OF WORK: Because of the fact that diesel buses in especially city transport contribute substantially to ambient air pollution an indicative assessment was made in Hungary in 1992, From this assessment it appeared that in terms of emission reduction (in relation to investment) of the existing busfleet, the highest efficiency is obtained by introducing modern diesel engine technology in the existing RABA-engines at the moment when buses are due for overhaul. The additional costs amount to 3,000 Euro per engine. The pay-back period in the Hungarian situation was estimated at 2-3 years, due to the reduced fuel consumption. The assessment excluded benefits like reduced air pollution and the consequent benefit for public health of people living in cities as well as an expected larger lifetime of the engine. It was decided to execute a project for 150 buses, financed from the Phare budget of Hungary. The fuel saving turns out to be approximately 8-10%. As part of the assistance given by the EBRD to the city of Budapest, a project for 500 buses has been implemented.
